Mr. S.M.Bandikatte is a teacher of rare caliber.
One rarely comes across these days, gifted teacher who is popular among
students and parents alike. Only born teacher with single-minded dedication
to their avocation and with impeccable credentials can hope for such popularity.
S.M.Bandikatte was born on 31st Oct. 1939 at Laxmeshwar (Ankola). After
completing his high school education at Ankola h proceeded to Mumbai in
search of greener pastures. Infect he equipped himself with a string of
diverse qualifications that can be the pride and envy of his counterparts.

in tailoring and cutting (Mysore) besides which he has passed the Hindi
Praveena examination conducted by the Dakishna Bharath Hindi Prachar Sabha.
Further he is a scoutmaster and has attended a course of National Program

Physical education. This wide spectrum of

In order to complementto Engineer Abdul Raheem
Jukaku's article on water supply this rrespondent of the Bhatkal Times
visited the treatment site accompanied by Mr. Gosavi, the sanitary inspector
of the town municipal council and found the treatment plant in a dilapidated
condition. Clogging of filter beds, leakage from sumps, defunct alum closing
arrangement and clarifloculators has added to the numerous problems. Although
it comes under the karnataka Water Supply and Drainage Board the plant
was handed over to Bhatkal TMC on 1-1-1997 for maintenance. The TMC with
no proper funds to look after its maintenance has been doing minor repairs
all these years. In order to supply safe drinking water to the people the
TMC has drawn up a contingency plan take up the conditioning of the existing
treatment plant. The estimate for this stands at 5 lakhs with major chunk
going for the reconditioning of rapid sand filters of the treatment plant
and repairs to pure water sump. Mr.Bharthlal Meena, the DC was kind enough
to release 1.95 lakhs for the said purpose. The Rabita society, Bhatkal
has also come to the aid of the TMC. The TMC needs more funds to set right
the problem.

Bhatkal: Watery Grave. "Water, water everywhere
water, But not a drop to drink " bemoaned the helpless sailor surrounded
by the seawater. The lot of the present day Bhatkalite is no way better
than that if the sailor who has set sail. There is plenty of water around
Bhatkal. Yes, It is tantalizingly plentiful. But, sad to say most of it
is not potable. As it is contained, drinking such water is tantamount to
extending an open invitation to ailment ranging from cold to cancer. Pollution
is the price we have to pay for indiscriminate industrialization and we
are paying it through the nose. The ensuing write up throws light on the
magnitude of the problem and how we can make the best of a bad bargain.
After the air we breathe, pure water is most essential need. The health
of a community greatly depends on the quality of the water the use. Bhatkal
town though situated in an area with abundant of rainfall in monsoon season
has been experiencing shortage in summer months and water contamination's
all seasons in many open wells. The source of water for Bhatkal is mainly
from open wells and the water supply from the municipal is quite inadequate.
The Bhatkal water supply system become functional more than thirty years
ago and there has been no addition to its capacity in spite if the increase
of population and expansion of the town. The municipal water filtration
plant and the supply and distribution system has not been mintained well
due to shortage of funds. As a result this water is not pure and clean
and is supplied for a duration mere half to one-hour everyday. Therefore,
most of the residents of Bhatkal town depend on open wells for their domestic
water needs. Due to
increase in population, unplanned growth of
the town and construction of houses in small plots, many water wells are
contaminated due to seepage of sewage water. The seepage is from Leaking
Municipal sewage lines, Proximity of poor quality septic tanks and from
open drains. The type of soil in this area (literate) which has many
crevices and holes in the ground soil and the lack of hygiene coupled with
improper garbage disposal arrangements worsens the pollution and contamination
of well water with bacteria. There are number of households who are not
able to use well water due to extreme contamination. There are many other
wells whose water though appears visually clean is contaminated by bacteria
and cysts and can only be detected by microbiological examination. As a
result of shortage of pure water the residents of Bhatkal town have been
affected with water born diseases such as diarrhea, dysentery, typhoid,
jaundice, etc. The microbiological organisms such as
Fecal Ecoli and Fecal Streptococci found in
such water can cause abdominal pain, nausea, fever, anorexia, enlarged
spleen, constipation, mental dullness, etc. The Rabita Society, Bhatkal,
which has been formed mainly to associate NRI's of Bhatkal in the solution
of local problems of Bhatkal Town, has realized the importance of provision
of pure and clean water to the residents of Bhatkal. Therefore the society
is making efforts for the solution of this problem. The members of Rabita
Society along with the offices, bearers and Bangalore Jamat met concerned
officers, engineers and ministers in Bhatkal, Karwar and in Bangalore several
times. It is hoped that these persistent efforts are likely to result in
the government of Karnataka taking up either an interim scheme of augmenting
the water supply of Bhatkal town in general and the Maqdoom colony in particular,
where water
scarcity is more acute or it is likely that
the proposed II / III stage expansion of the water supply scheme costing
about 3.2 crores itself will be soon sanctioned and taken up. Rabita Society
is continuing efforts in the following up these schemes with the concerned
officials. These schemes will take time to implement and to complete and
therefore in the mean time the Rabita Society members have come forward
to meet the expenses of the maintenance of the municipal water filtration
plant in Bhatkal to improve the quality of the water now being supplied.
It is hoped that this municipal water will be better than the contaminated
well water.

been very intimate. Mr. S.M. Syed Hasan Sakkaf, President Markazi Jamtul

Abdul Malik also paid tribute to Yahya. Mr. Syed Mohiddin Bermavar conducted
the meeting. The meeting was attended by a number of citizens belonging
to different community. If Karnataka lost an able and efficient politician
Bhatkal lost its monarch. Yahya as all of us know was a leader of a unique
caliber whose integrity, honesty and secular credentials were above reproach.
If Yahya was a model for politicians he was an epitome of excellent character
for the public. Ever smiling and handsome Yahya's hospitality had become
legendary. Even people whom he didn't know ever were given access. He used
to listen to the woes of people patiently and received all on first come
and first served basis. A man, who rose
from grassroots levels, was deeply concerned about the problems
of the poor and the needy. Even without being in power, he commended respect
- a quality rarely possessed by political leaders. The fact that he owns
just a modest house after being in politics for 25 years speaks volumes
of his honesty and uprightness. His contribution to Bhatkal and its people
has been outstanding. He was instrumental in granting sites to the landless
in Makdoom colony and houses to the houseless Karnataka Housing Board colony.
It was a Yahya who released subsides and loans to the fishermen to buy
boats and trawlers. The Anjuman colleges stand testimony to his commendable
services in the domain of education. The credit o sanctioning 110 kV line
for Bhatkal goes to him. Whenever people from Bhatkal and surroundings
visited Bangalore to solicit Yahya' help he happily came forward
to help them. Thus should do something to perpetuate his memory.
We suggest a town hall be built on the public chabutra (next to the police
station.) in the memory of Yayha. Although Yayha is no more his selfless
services reverberate from all corners of Bhatkal. Bhatkal, Feb. 13: It
was K. H. Ranganath, prof. In a law college, Bangalore who inducted S.
M. Yahya into politics in 1972. When has was the finance minister in late
Devaraj Urs cabinet Yahya gave shape to Karwar port. Further he opened
an engineering college at Bhatkal under the umbrella of Anjuman Educational
trust. The Kali Project too commenced during his term. He was the brainchild
for the lift irrigation schemes of Sharavati. Further he provided the finance
needed for Bagya Jyothi and Janta House projects as also for laying the
road on the Sharavati lift bank. He was instrumental in the taking over
of Karwar College by Government. Thew Kumata - Bhatkal 110 kV line and
the KEB offices at Karwar were the fruits of his efforts. He pressurised
the govt. to earmark 2% of the income from forests for the development
of Uttar Kannada. He was upright and honest. By his untiring efforts he
